The Council ADVISED and the Acting Governor ORDERED :
(a) that, subject to the removal
of the provision in Clause 23
of the right of the Secretary
to refer
decisions of the
Appeal Board to the Governor
in Council for review, the
draft Noise Control Bill at
Annex A to the memorandum and
the draft Technical Memoranda
at Annexes C, D and E to the
memorandum
should
be
published
in
Special
Supplement No.
5 of the
Gazette for public comment;
(b) that the Chief Secretary
should
consider
whether
similar provisions (to Clause
23) in
other pollution
control legislation should be
removed by amendment;
(c) that at the appropriate time,
the LRTC should be required
publicly to justify the
proposal that it should be
exempted under Clause 38;
