As a consequence of a decision to authorize the works and use in accordance with the amended plans and scheme under section 11(5)

11(5) of the Ordinance, the powers

of the Governor under section 17 of the Ordinance relating to the closure of roads, described in paragraph 3 of the scheme at Annex B, may be exercised.

Should the scheme not proceed as amended, it will not be possible to meet the objective of achieving compatibility of the Morrison Street Footbridge and Tung Hing Lane Footbridge with surrounding construction works.

The estimated cost of footbridges is $10 million and the incur any additional cost. Funds are available from the Capital Works Reserve Fund under Head 705- Engineering. As a result of the temporary closure of On Tai Street during the construction of the Morrison Street footbridge, it is possible that claims for compensation for business disturbance may be received from the owners and tenants of business premises affected by this closure. It is not expected that such claims would be substantial, but funds to meet the payment of any such claims will be applied for under Capital Works Reserve Fund Head 701 Land Acquisition.
