Commissioner and whether the

Commissioner's

reports

should be

submitted to the

Governor; and

in the forthcoming

debate, the Chief Secretary

should

indicate

the

Administration's support for

the majority view but make

it

clear

that

if

a

Commissioner

of

Administration was favoured,

it would take some time to

implement.
