(2) In considering an application under this section,
the Authority shall be guided by any Technical Memoranda
issued from time to time under section 10(1).
(3) A construction noise permit shall be subject to
such conditions as the Authority may impose.
(4) The Authority shall refuse an application for a
construction noise permit -
(a)
if the application has been made otherwise than
in the prescribed manner;
