Observations
The studies covered the measures taken to protect the confidentiality of personal data, considered their adequacy and advised on further improvements to be made. were also made on the measures taken, in the light of the eight basic principles of data protection adopted for the
These principles purpose of the studies by the Working Group. are along the lines of those adopted by the UK Government.

As the next stage of work is to examine the data protection position in the private sector, four external members have been invited to join the Working Group.
Data Protection Principles and Administrative Guidelines

The Working Party has decided to issue, for guidar.ce only at this stage a set of data protection principles to be observed, whenever possible and where appropriate, by departments in implementing and operating computer systems reccrding and processing personal data. These principles are based on those which have been adopted in the UK under the Data Protection Act 1984. Some administrative guidelines have also been formulated to assist departments in implementing measures to comply with these principles. These administrative guidelines, together with the data protection principles, are attached at Appendix I.
Recommended Action

Departments should, at the discretion of the Head of Department, plan and pursue a course of action to observe The Administrative Services the data protection principles. and Information Branch, through the Working Group, will continue to answer any queries you may have on this subject.
