Summary of Findings of Data Protection Studies in Government Computer Systems

Introduction

The Working Group on Data Protection and Privacy approached the studies of data protection in Government computer systems by first considering the eight basic principles of the United Kingdom Data Protection Act 1984. It was concluded that these should be used as the standards for assessing the position of Government computer systems.

A comprehensive list of Government computer systems with identifiable personal data was then compiled. A copy of the list showing the position as at 1st May 1986 is annexed.

To assess the degree of compliance with the principles of data protection in Government, four computer systems holding personal data were selected for detailed examination by the Working Group. These were :-

Payments Control System of the Social Welfare Department.

VALID, an acronym for Vehicle and Driver Licensing Integrated Data System, is an integrated computer system for driver licensing, vehicle registration and licensing, Fixed Penalty (Criminal Proceedings) and Fixed Penalty (Traffic Contravention) recordings. It also maintains a central database for persons (either a driving licence holder or a vehicle owner) and vehicles.

It has four sub-systems, viz :-

the online realtime transport licensing system; the batch accounting system;

the online realtime Police Information System; the batch Fixed Penalty System.
