Introduction
In May 1983, a Working Group to examine the issue of data protection was established under the chairmanship of the then Director, Councils and Administration Branch with the following terms of reference :-

to identify all those computer systems in which personal data are stored;
to ascertain what measures are taken at present to protect the confidentiality of personal data stored in these computer systems;
to consider whether existing personal data protection measures are adequate and, if not;
to advise on what further measures should be taken by Government to ensure that the confidentiality of personal data stored in computer systems is adequately protected, including whether there is a need for
legislation on the subject and, if so, what it should contain.
Consequent upon the abolition of the post of Director, Councils and Administration Branch, the chairmanship was assumed by Secretary for Administrative Services and Information. Membership of the Working Group comprised representatives from the following Branches/ Departments :-
