Although public response to the Consultative
Document has generally been sparse, those who have gone to the
trouble to make their views known in writing show a clear
preference for the establishment of a Commissioner for
Administration. Support has also come from the majority
of District Boards which have debated this subject, the
majority of Urban Councillors who spoke and from several
members of the Legislative Council. The results of two
public opinion polls have also indicated similar support.
