Over the consultation period there were many
occasions when individuals and groups spoke
subject of redress of grievances.

were 13 individuals or groups, 11 of whom were in favour
of the introduction of a Commissioner for Administration.

e) Public Opinion Surveys

The results of two privately sponsored public
surveys were forwarded to the Government Secretariat. One
was commissioned by/Eastern District Board member:

the results showed that 40% of the respondents felt that
existing channels for the redress of grievances were
inadequate, and 50% supported the introduction of a Commissioner
for Administration. The other was carried out by the
Central and Western District Board, with 515interviewees:
the results showed 61.9% supporting a Commissioner for
Administration. However it also showed that
48% of respondents were ignorant of the Consultative
Document.
