(b) any public officer authorized under section 3(2);
"Chairman" means the person appointed as Chairman of the
Appeal Board under section 19(2);
"construction noise permit" means a construction noise
permit issued under section 9(1);
"construction site" means a place where construction work
or piling is carried out;
"construction work" includes

(a)
any work in connexion with or for the
construction, demolition, reconstruction,
shoring, alteration or repair, of the whole or
any part of any building, arch, bridge, chimney,
dock, hoarding, shelter, tunnel, wall, pier,
wharf or other structure or any road, slope,
embankment, street, railway, channel, drain,
service lane, sewer, water conduit, lighting or
public utility;
