Opposition to the newly revised project: Construction of a trunk road
from Sheung San Wai to Yau Mei San Tsuen
Proposal to extend the road from Yau Tam Mei Tipping Area to Fung Kat
Heung via Wang Ping Shan and along the hillside
The Hon. H.S. Grewal
Secretary for Transport
Dear Sir,
From notices posted by your branch on 15 July 1986 and 11 August 1986 on the door of the San Wai Tsuen village office and the various
accesses of our village, we learn that the government has revised the roadworks project and proposed construction of a trunk road from Sheung San Wai to Yau Mei San Tsuen to improve the New Territories Circular Road. As shown by the plans, the area of land that needs to be resumed from cur village for the project is even more extensive than that announced by gazette notice in October 1982. All along since 1982, residents of our village have supported government's policy in respect of the extension of the Castle Peak Road, but we consider that the following principle should be observed that in widening the 2-lane carriageway (i.e. dual 2-lane or 3-lane) on both sides of the existing road, the roundabout at the exit of Fairview Park close to our village should be diminished, as far as possible, to reduce the area of land that needs to be resumed from our village, so as to avoid bringing on unnecessary and serious damage to farmers, shops, and residents in our village.
However, the extension plans which your branch has recently
published indicate that the area of land to be resumed is even enlarged.
More than 10 permanent residential units, each of 700 eq.ft. will have
to be demolished to make way for the project, and, as surveys reveal, the
area of land resumed from our village ranks the highest among all the
villages along the whole of the New Territories Circular Road. Residents of our village find such unfair treatment and the extent of the harm done intolerable and on account of this raise opposition to the project. It
