that under section 11(2)(b) of the Roads (Works, Use and Compensation) Ordinance the works and the use as described in Annex A to the memorandum should be authorized, subject to the modifications recommended in Annex C to the memorandum for purposes of satisfying or partially satisfying the objections listed in sub-paragraphs 22 (a), (c), (d) and (g) of the memorandum, subject also to the omission of part of the scheme for the reasons given in paragraph 18 of the memorandum and shown on drawing numbers CM 175/A and CM 176/A in Annex C to the memorandum.

The road works proposed in this paper cover that part of the scheme which was omitted as referred to in para.
in para. 2 (c) above. The extent of the section covered by the proposed road works is shown on Plan No. NH 6156A at Annex A, referred to as
New Section from Sheung San Wai to Yau Mei San Tsuen.

The project for the New Territories Circular Road Improvements, Au Tau to Fan Kam
Kam Road, covers a 12 km long section of a high capacity trunk road which passes through San Wai, Mai Po, San Tin and Kwu Tung along the alignment of the existing Castle Peak Road. Phase 1 of the Circular Road from Pak Shek Au to Fan Kam Road will be opened to traffic in March 1987. Phase 2 from Mai Po to Pak Shek Au is under construction and is
is expected to be completed by late 1988. Phase 3 from Fairview Park to Mai Po, part of which
part of which forms the subject of this paper, is scheduled to commence construction in June 1987 and to be completed by late 1989. Phase 4 from Au
Au Tau to Fairview Park will commence in late 1987 and will be completed by early 1990.

The Vehicular Border Link at Lok Ma Chau, which will become the most significant border crossing for vehicles, is under construction and will be completed at the same time as Phase 2 of the New
New Territories Circular Road Improvements project. It is necessary therefore to complete Phases 3 & 4 as soon as possible to cater for the expected increase in cross-border traffic. The trunk road in Phases 3 and 4 forms part of the most direct route connecting
route connecting the border crossing with the Kwai Chung container terminal.
The scheme

The proposed road works involve the construction of approximately 750 metres of trunk road and associated works between Sheung San Wai and Yau Mei San Tsuen.
