On many occasions, I made

which

and the same

one criticism of the

issues.

Green Paper that is it includes too many trivial items.

I made this point in two debates in this Council (not

including today's speech)

name-dropping

and

regarding unauthorised

amendments to the election expenses

these two items are touched on only in 30 submissions, so

this shows that these items should not have been included

in the Green Paper. The Government should have made

some time ago administrative decisions on these items

items at an early time

and consulted the relevant boards and committees when the

Bill was drafted. Unauthorised name-dropping will become

an offence and the penalty has been stipulated in the

Bill. IS the penalty reasonabe? Are there loopholes?

If the district boards and the municipal councils do not

have adequate chances to express their views then my mind

is not at ease over these two questions.

consent

that The Bill stipulates the prior written approval or

must be obtained before candidates can use the

name of any other person or organisation in support of their candidature otherwise they will be regarded

having committed an offence. The penalty is a fine of

$500 on summary conviction or a fine of $2,000 on

conviction on indictment together with a disqualification

from registration as an elector for seven years and Exem

candidate for 10

I feel that the penalty is

years.
