Question
In relation to the operation, under a business registration certificate, of apartments as boarding houses, will Government inform this Council what measures are being taken to ensure that such premises comply with fire prevention and hygienic standards to safeguard the interests of tenants?
SECRETARY FOR SECURITY:
Sir,
le
The Fire Services Department examines all
building plans to ensure that fire service installations
appropriate to the type of building are included. The
Department inspects buildings on completion to ensure
that the requirements have been met. By law, these
installations must be properly maintained and `a
registered fire service installation contractor must
certify them to be in good working condition once a
year. Standards of sanitary fittings, plumbing,
drainage works, latrines and refuse storage and disposal
facilities are prescribed under the Buildings Ordinance
and its subsidary legislation. The Building Authority
will issue an occupation permit for the building
concerned only after these and other standards have been
met.
