From pleasure to problems.
I turn now to
another area of great concern to the people of Hong Kong
: issues of law and
and order. Coping with crime is a never-ending task in any large and crowded metropolis. In Hong Kong we have made very considerable efforts over the years
to combat crime. We have had a significant degree of success, and I would like to pay tribute to the efficiency and dedication of our Police Force which does so much to ensure that ordinary citizens can go about their affairs in safety. Crime is being contained and
there is heartening evidence that it is even declining.
ch In this respect, Hong Kong appears to be doing better than many other large cities, although there is always
room for improvement.
