Area. We now need to put more emphasis on improving the heavily populated areas around the harbour, where some 23.5 million people live and which also provide many of the centres of employment. As we all know parts of them are heavily congested, with dilapidated living conditions and a lack of essential amenities. The reclamations now being planned at Hung Hom, Western Kowloon, Central District and Kennedy Town will provide a real opportunity to plan a restructuring of the harbour area So as reduce some of
