Professor POON asked why, given the expansion of

the Environmental Protection Department in recent years,

environmental improvements have not so far been more

apparent. There is no doubt that we face a daunting

backlog of pollution problems and the practical reality is

that the pressure on our environment has increased

dramatically during the past decade and we are having to
