I am not usually long winded, but I'm afraid
that members' enthusiasm for education and labour
matters gives me no choice on this occasion. Even so I
have not been able cover all the points members have
raised. A colleague calculated that my speech, as
originally drafted, would have taken an hour to
Sir, deliver. Even my keenest fans would fall asleep if they
heard me droning on for an hour. I have therefore had
to prune my speech drastically and cut out my response
to
that assurance

many members' points. I hope they will accept my
apology and my
colleagues in
branch and the departments concerned have noted
which have been made

their points and we will do our best to follow/up.
