Mr. Chung Pui-lam has made a number of suggestions
regarding ways to improve the management of private multi-
storey buildings. This is a subject to which the Government

These guidelines are designed to ensure a better
balance between the interests of owners and those of the
developer and to provide a better basis for the management
of the common parts of a development. They will, among
other things, limit the period of management by the
developer to two years, after which the owners will be
free to appoint their own manager. The powers and obliga-
tions of managers will be clearly defined and a scale of
remuneration for managers will be specified.
