Question
Sir,
With regard to air pollution in underground carparks will Government inform this Council :
(a)
(b)
of the general level of concentration of carbon monoxide in these carparks especially at peak hours; and
what measures are being taken to monitor the level of concentration so as to assess the health hazards for the public and in particular for the security guards and ticket collectors working full-time in these underground carparks?
At present, no regular monitoring of carbon
monoxide levels in underground carparks is undertaken.
Reliance has hitherto been placed on the self-regulation of
building developers to incorporate adequate ventilation
systems in enclosed carparks, and guidelines to this effect are
issued by professional organizations such as the Chartered
Institution of Building Services Engineers (CIBS).

A study of carbon monoxide levels in two underground
carparks has been recently undertaken by the Department of
Community Medicine of the Chinese University. This concluded
that while there were no immediate health hazards to the
public using the carparks, the attendants and security guards
might be exposed to a potential hazard.
