No fewer than twelve Members of this Council have
commented on the role of the Government should play in
facilitating the growth of Hong Kong's manufacturing
industries. Their attention to this vital sector of our
economy is much appreciated and the helpful ideas they have
put forward will be very carefully considered.

In view of the range and diversity of subjects
introduced in this debate, it might be helpful if I first
outlined the Government's general approach towards cur
manufacturing industries, before going on to explain how
this approach determines the scope of the Government's
industrial policies. I shall then describe briefly how
these policies are formulated; their underlying aims; recent
developments in services provided for industry; and what
more might be done in the future to facilitate the growth
and development of our industries. Of course, in all this
formulation and implementation of Government policy for
industry, the Industry Development Board has a pivotal role.
And I am glad to say that the Board had a most useful and
forward-looking discussion last night at which several
colleagues who have spoken before have played their full
