Establishment of a central registry

A confidential registry should be established in the headquarters of the Mental Health Service, centralising the case summary records of all mental patients with a history of criminal violence or disposition to violence.

Further research

MHD should continue to record and analyse the different categories of patients in the target group. Research should include :

(a) the long-term relapse rate and commission of violent offences by sub-target group patients; and

(b) the different sub-groups of

violent offenders, their treatment and recidivism.

Improved assessment

To assess the propensity to violence of a patient on admission, and after seeking a second medical opinion, provisionally classify a patient.

Multi-disciplinary case conferences

Multi-disciplinary case conferences should be held in respect of all target group patients prior to discharge.
