instruction in schools should be given due attention.

right approach is to set up a Chinese Language Foundation to undertake this important task. In no way would its establishment affect the position of Hong Kong in the international commercial, economic and academic scene. Hong Kong will continue to attract people with expertise in high technology to come here and engage in activities conducive to our prosperity.
