Independent Commission Against Corruption and the Office of the
Members of the Executive and Legislative Councils. There are also
provisions for formal appeals to a wide variety of Authorities,
Boards and Tribunals or to the Governor or the Governor in Council.
Following consideration by members of the Executive and Legislative
Councils and by the Hong Kong Government, however, the question was
raised as to whether the present network for making complaints
should be supplemented by an institution to enquire, on an independent basis, into complaints alleging maladministration by
government departments. A consultative document was published for public consideration in August 1986 and, in the light of views
expressed on it by the public, the Hong Kong Government accepted the
case for an independent authority to investigate complaints of
maladministration. Detailed proposals have now been drawn up to
establish a Commissioner for Administrative Complaints, whose
function would be to investigate complaints about administrative
decisions reached by government departments. These proposals were published as a draft bill at the end of October 1987 for
further public consultation before being formally submitted to the
Legislative Council in 1988 for enactment.
PERFORMANCE OF THE ECONOMY

General Situation
27. The economy grew strongly in 1987, continuing the recovery
which began in early 1986. The estimated growth rate of the GDP in
1986 was 11 per cent in real terms and the expected growth rate for
1987 is at least 12 per cent. However, even before the recent sharp
adjustments in the world's financial markets, there were some signs
of a gradual slowing down.
28. In the first nine months of the year, domestic exports rose
by 26 per cent in real terms compared with the corresponding period
in 1986. Over the same period, re-exports grew by 46 per cent and
imports by 34 per cent. For 1986 as a whole, the corresponding
growth rates were 16 per cent, 14 per cent and 14 per cent
respectively. These strong growth rates for exports were the results of sustained demand from Hong Kong's major trading partners
