The report is in a very similar format to the first
(copy attached). It is however somewhat longer. I do not
believe that we should edit it down to the length of the
first. 1986 was an eventful year for Hong Kong, and I think Parliament would expect us to do it justice.

The draft was in part drafted by the Hong Kong Government and has been agreed with them in full.
ExCo
has been consulted and is content. The Embassy in Peking and Legal Advisers concur. Parliamentary Relations Unit
has sought and received the necessary permission for publication of the report.
