Hong Kong has for long had a wide range of
institutions and procedures available
Members of the

seek the redress of grievances or who wish to
complain about the actions of government departments
and agencies. They include District Offices, the
members of District Boards, the ward offices of
members of the Municipal Councils, the Independent
Commission Against Corruption and the Office of the
the Executive and Legislative Councils.
There are also provisions for formal appeals to a
wide variety of Authorities, Boards and Tribunals or
to the Governor or the Governor in Council.
Following consideration by members of the Executive
and Legislative Councils and by the Hong Kong
Government, however, the question was raised as to
whether the present network for making complaints
should be supplemented by an institution to enquire,
on an independent basis, into complaints alleging
maladministration by government departments.
