The Hong Kong Government's practice,

adopted now for two decades, has been to give

suitable local candidates preference in appointment

to recruitment ranks in the civil service. This has

borne fruit over the years as local officers have

acquired experience and been promoted through the

ranks. At present, just over

70 per cent of the

1,787 posts in the senior management/professional

grades are filled by local

officers,

whilst in

senior) ranks local

directorate (i.e. the most

officers now hold 53 per cent of the 1,002

positions. The Hong Kong Government is confident

that the continued application of the current policy

will enable top posts in the service to be filled by

local officers before 1997, in keeping with the terms

of the Joint Declaration.

the Police

As regards the

Force, the aim is for the Force to be predominantly

local by the year 2000. At present the ratio of

overseas to local officers in the Inspectorate rank

and above is about 70:30. Steps are being taken to

identify more local officers for promotion and to

provide training to develop their potential.
