for the period 1 1 April 1987
1988. The programme agreed was 74.84 hectares. This
exceeded the annual limit of 50 hectares specified in
Annex III of the Joint Declaration. Thus the Land
Commission once again made sensible use of the
provision in the Annex which allows for flexibility
in establishing the annual land disposal limits to
meet requirements.

Nationality and Passports

The Hong Kong (British Nationality) Order
(1986) came into effect on 1 July 1987 and with it
the new status of British National (Overseas).
Passports in the new status began to be issued from
that date.
11.
An extensive diplomatic exercise to explain
the new British National (Overseas) status and
passport to other governments was begun in September
1986 and continued up to and beyond their
introduction on 1 July 1987. The response has been
very
encouraging.
