Article 3:
The power of amendment of the Basic Law shall be vested in the NPC.
The basic principles stipulated in the Chapter on General Principles in this Law shall not be amended for fifty years, with
with effect from the date on which this Law enters into force. Proposals to amend other parts [of this Law] should be made by the NPC Standing Committee, the State Council or deputies of the NPC. Deputies of the NPC shall, before making a proposal amend the Basic Law, obtain the agreement of two-thirds of the NPC deputies of the Hong Kong SAR, two-thirds of the legislature of the SAR and the chief executive of the SAR.
