In accordance with Article 31 of the Constitution of the PRC, the policies and systems in the Hong Kong SAR, including the social and economic systems; the system for safeguarding basic rights and freedoms; and the systems regarding executive, legislative and judicial matters; should be based on provisions in this Law.

Laws enacted by the legislature and laws to be in force in the Hong Kong SAR shall not contravene with this Law.

The power of interpretation of the Basic Law shall be

be vested in the Standing Committee of the NPC.

The courts in the Hong Kong SAR may, in adjudicating cases before it, interpret those articles of the Basic Law which are within the limits of the SAR's autonomy.

If the NPC Standing Committee has made an interpretation of certain provisions of the Basic Law, the courts of the Hong Kong SAR shall in applying such provisions follow the interpretation of

the NPC Standing Committee. But this will not affect decisions [ of the courts] made previously.
