All Hong Kong residents, regardless of their nationality, race, ethnic nationality,
sex,
occupation, religious belief, educational level, and financial situation, shall be equal before the law.
Those permanent Hong
Hong Kong residents who have reached the age of 21 shall have the right to vote and to be elected in accordance with the provisions of the law.

(1) freedom of speech, of the press
and of publication;
(2) freedom of association,
to form
and join trade unions, and of strike;
(3) freedom
of assembly and of
procession.
Freedom of

No Hong Kong resident may be unlawfully arrested, detained or
