Article 5:
[ Members of the military forces shall abide by the laws that apply throughout the country as well as the laws of the Hong Kong SAR.
Expenditure for the garrison shall be borne by the CPG.]*
The Hong Kong SAR shall enjoy administrative power. It shall, in
accordance

own finance, monetary economy, industry and trade, taxation, postal
relevant
manage its
affairs, commerce,
service,
civil aviation, maritime affairs, transport, fishing, agriculture, personnel, home affairs, labour, education, medical and health affairs, social welfare, cultural and recreational affairs, municipal planning,
urban
facilities, housing, real properties and land, internal security, immigration, matters relating to astronomy and meteorology,
communications,
service nd technology, sports and other affairs.
