The aim and development of social welfare

The provision of social welfare is based on 3 principles:

1) Need

3.2.1 Social welfare services should be promoted according to human rights, social justice and the principle of helping

people to help themselves;

3.2.2 A social welfare system should respect the individual's dignity and self-determination So that everyone is given enough chances for development;

With social and economic growth and the disintegration of family and clan system, the public require more of social welfare both in terms of quantity and quality. Apart from the contribution of voluntary agencies, the involvement and commitment of the government becomes more and more

significant.

Issues to be considered in designing the future social welfare policy or system:

The mention given to the social welfare policy in the Basic

Law:

Since the public are placing more and more emphasis on social welfare for various reasons, the policy regarding

welfare should be included in the Basic Law.
