The Secretary of State expressed concern about the degree of explicit surveillance by the PRC of the White Paper. There would be no question of explicitly seeking the approval of the Chinese of draft sections of the White Paper: we have never done so previously. As proposed in Mr Hum's submission of 7 December, the procedure we have had in mind would be to give the Chinese a paper which would explain how we proposed to deal with the issue of direct elections in the White Paper: this would in practice, as with the Green Paper, involve putting to them a paper which would be the draft of the relevant chapters of the White Paper.
