Thank you for your letter of 21 December recommending the lines on which Lord Glenarthur should reply to Mr. Lee's letter to the Prime Minister. The Prime Minister is generally content with this. She takes the view that the Governor in Hong Kong and Ministers in the Foreign Office should always be ready to see Legislative Councillors, but need not necessarily see accompanying delegations. But, in the present delicate situation in Hong Kong, she thinks that it would be politic for the Foreign Secretary himself to see Legislative Councillors if they feel strongly enough to come to London to present their views; and she would hope that the Foreign Secretary would on reflection agree to see Mr. Lee (but without a delegation) if he returns in the New Year. If the Foreign Secretary agrees, you may wish to reflect this point in Lord Glenarthur's reply.
