BACKGROUND

The delegation, led by Mr Martin Lee QC, visited London from

7 to 10 December to lobby for the introduction of direct elections in Hong Kong in 1988. Arrangements were made for the Legislative

Councillor members of the delegation to be received by

Lord Glenarthur.

2.

In the event, Mr Lee and his fellow Councillors declined to

enter substantive discussions with Lord Glenarthur as he would not

receive the entire delegation. Mr Lee handed to Lord Glenarthur a

letter addressed to the Prime Minister.

3.

The terms of a reply to the letter are under consideration

between the FCO and the Hong Kong Government. It is intended to

recommend that it should be sent by Lord Glenarthur.

4.

On the timing of the reply, it was decided that this should

not issue immediately, but after the political controversy

surrounding the visit had died away.
