Britain had not wanted to discuss political reforms in the second round of JLG talks but was forced into doing so by the Chinese. London would have liked to discuss with the Chinese informally the contents of the Basic Law. But when the issue was forced last November, the British saw "no political sense" in not going along with the Chinese.

Peking floated a blueprint for HK's future government in the Mirror Magazine

an effeort to avoid being pre-empted in the 1987 review of political reforms and to set the tone of debate for the next 2 years.

"HK Govt's can only make small changes in how the territory is run during the transition period to 1997 ... all proposed big changes including reforms in the political system must be discussed by China and Britain .. the territory's future political system involved China and its relations to Britain, not just HK people".

Ji's statement is generally seen as an attempt to influence the review and avoid being pre- empted.
