Lord Glenarthur has seen Mr Galsworthy's minute of 22 December to Mr Hum. He agrees with the Secretary of State that we will have to look closely at the presentation of our policy towards Hong Kong after the holiday season. But he is sure that our present policy is right, and that we can present it effectively. He hopes that we can continue to give the Governor strong support; and resist any temptation to waver over representative
government.
