3. In the meeting I suggest that Lord Glenarthur might draw on the proposed opening remarks before inviting Mr Lee to speak. I think it would be right to place on the record at the very outset a clear expression of confidence in the Hong Kong Government. The defensive points cover all the objections which we foresee Mr Lee will raise.
4. I hope Lord Glenarthur can agree that I may attend the meeting. I suggest that a News Department representative should also be present. Mr Lee is bound to brief the press in a very tendentious way after the meeting, and we should be ready to put our own account of proceedings firmly on record.
