1. I submit briefing for Mr Martin Lee's call on Lord Glenarthur. It is arranged as follows:

colleagues. It is significant that it concentrates on the (false) charge that HMG is backing down from the promise to introduce direct elections in 1988, but makes no reference whatsoever to the fact that Hong Kong people have been consulted and have displayed no clear enthusiasm for the idea.
2. I apologise for the number of background papers, but I think these are necessary to give some flavour of Mr Lee's recent
