There are a lot of factors we have to consider. The only survey that is important is the one conducted in 1984 at the height of the negotiation. The survey showed over 80% in favour of the agreement. That is crucial. It is crucial in many angles.

A) The survey was conducted by the Hong Kong Government.

B

It was conducted at the height of the negotiation.

People in Hong Kong are originated from China. They are about the most anti Communist people in that part of the world.

D) Most of the people are doing well and no body want to change.

In spite of all these feelings, when it comes to the crunch, they support the return of sovereignity. The recent survey is totally irrelevant. It is just like the Bye election after the general election in this country. If the government have to react to every survey, there will be a general election every month.

Communism in China is not what it was some 20 years ago. People in Hong Kong can endorse me on this and I am not going to elaborate here. People need not be afraid of the change. In deed, no body is afraid of any body in China nowaday. This is my personal finding in China. I have an honour of meeting Mr. Zhao Ziyand when he visited England a couple of years ago. In our conversation, I found him very approachable, friendly, sincere in words and in deeds. His Western out look was treasonable some 20 years ago. He and his colleagues I have met here and in China are all committed to the open door policy. It is the result, achievements, productivity and not the dogmatic ideology that rules the country. Their slow in coming forward are due to a lot of reasons. Restrains from the West is one of them.

Yours faithfully,
