afternoon the call by Mr Martin Lee and his delegation.

the text of a telegram from the Hong Kong Government Office, giving fuller details of the delegation's programme. I assume that the list of peers and MPs at annex (A) relates to

those approached on behalf of the delegation rather than

those who will actually receive them. But you may wish to

consider whether there is anyone else on the list who should

be given advance background briefing. (Lord MacLehose, who

does not figure on the list, will in fact be receiving the

delegation: he is calling on me tomorrow).

You will have seen telegrams from Hong Kong reporting that

Mr Lee has threatened to "boycott" tomorrow's meeting unless his

entire delegation is received. We cannot exclude the possibility

that he will turn up tomorrow with the full delegation in tow.
