demonstrated a failure of administrative and political

The delegation intends to lay the full facts before senior

Government officials and parliamentarians, and suggest specific

actions to be taken by them. It is the hope of all members of

the delegation that the British Government and Parliament will

not forget or relinquish their legal and moral responsibilities

to the people of Hong Kong.

The delegation believes that the recent plunge of confidence in

Hong Kong demands the personal attention of the Prime Minister

and the Foreign Secretary and that they must take immediate
