early decisions to the public, explaining that they have been
identified and brought forward for practical reasons.

Subject to the Minister's approval, plans have been made to
inform the Chinese through the Embassy in Peking before any public
announcements are made. I apologise for the haste in which this
matter has been submitted for decision: it has been brought to our
attention only very recently by the Hong Kong Government.
