Publication of the Green Paper
The Secretary of State has considered your submission of 13 January. He is not clear why our public line has to be so precise. He would be happier with something on the following lines:
"I know of no present reason for a change in
the general timetable. But I shall be considering the precise point with HMG and
the Government of Hong Kong in due course.
