Possible visit by Mr Renton to Peking (and Hong
Kong) if a meeting between the Secretary of State
and Wu cannot be arranged. On balance we would
recommend against proposing such a visit as
occasion for discussion of the Green Paper unless
the Secretary of State/Wu meeting does not take place: the disadvantages of dealing with Zhou Nan
would otherwise seem to outweight the advantages
of arranging a further contact.
