HONG KONG: 1987 REVIEW OF REPRESENTATIVE GOVERNMENT: STRATEGY

2 ExCo discussed the strategy paper on 28 January, I attach Hong Kong Telno 354 reporting on the discussion. ExCo are in general agreement with the proposed strategy subject to a few minor
glosses.
3. The Secretary of State wondered whether we should commit ourselves to the March meeting with Wu Xueqian at this stage. I think we would be running some risks if we did not put in a clear bid for a meeting now. There are good reasons for sending a Ministerial message at this point to set the tone for what we intend should be a year of close dialogue with the Chinese. It would
appear halfhearted if in the message, or when the message was handed over, we did no more than explore the possibility of a meeting. There could well also be practical difficulties involved in pinning down a peripatetic Wu in Western Europe and we need to begin tackling these now. The Acting Governor has recorded his view that ExCo would be gravely disappointed if the March meeting with Wu did not come about. He feels it is important to get in an early high level approach to the Chinese.
