Another factor to be considered is whether
the necessary electoral framework and machinery for
conducting direct elections to the legislature already
exist in Hong Kong, or, if not, what would be involved
in creating it. A fundamental issue is whether such
elections should be conducted on the basis of a
territory-wide constituency, with a single list of
candidates, or on the basis of smaller geographical
based constituencies.
The suitability of various
methods and systems of voting also require examination.

Those who favour a territory-wide election
maintain that it would be more likely to produce
Legislative Council members of high calibre and
standing in the community, able to bring experience and
perspective to their work. However, others point out
that few candidates would have at their disposal the
time, financial resources or
necessary to contact and to gain the support of voters
throughout Hong Kong; and that the electorate would
therefore have little real impression of the ideas and
calibre of candidates, which could lead to erratic
results as well as apathy. They also point out that
political parties might come into being in order to
create
the
campaigning.
