however, as to which groups should or should not be

included. In deciding which additional group or groups

merit inclusion as functional constituencies, it would be

necessary to have regard to the following principles :

functional constituencies should be substantial

and of importance in the community;

(b)

any new constituency should be clearly defined to

avoid difficulties over who qualifies for

inclusion and how the vote in each constituency is

organised;
