in order to keep closely in touch with public opinion on
all aspects of the conduct of government.
Members have
also travelled extensively overseas on fact-finding
missions, or to represent the views of Hong Kong people.
The growing significance of the Council's role as monitor
of the performance of the Administration has been
manifested in the Council Chamber both at question time.
(at which the number of questions has more than doubled)
and in a growing number of debates on issues of public
concern or current interest.

The following categories of members now make up
the Council :
(a) Official Members
persons who hold office
under the Crown. With the exception of the
three ex-officio members (the Chief Secretary,
the Financial Secretary and the Attorney
General) the Governor has discretion with
regard to
which
